Intended use
This manual describes the internal operational sequence of the building permit with pre-approval procedure as rendered from the Mitos administrative record (344883, extraction date: 2026-05-02). It is organized by commitment point. Each commitment point captures a legally meaningful institutional act rather than every clerical sub-step.
This is a draft L3 protocol specification for the Mitos pilot. The source record is moderately rich (overall extraction confidence: 0.82). Known limitations are flagged inline.
Roles referenced in this manual
- Authorised engineer — the licensed engineer holding active TEE/My TEE credentials, designated as responsible engineer (μελετητής/επιβλέπων) for the project. The sole eligible filer.
- TEE e-Adeies system — the TEE information system that performs automated dossier validation and permit issuance. No human official mediates the issuance decision.
- YDOM officer — officer of the competent Municipal Building Service (Υπηρεσία Δόμησης) performing the post-issuance levy and budget check.
- Building owner / permit holder — the applicant on whose behalf the engineer files; receives the permit and bears the financial obligations determined by YDOM at CP-3.
- PESYPOTHEA — Regional Councils for Urban Planning Issues and Disputes; downstream recourse body for hierarchical appeals.

Authorised engineer
- Hold and maintain active TEE/My TEE credentials throughout the procedure.
- Prepare and sign statutory declarations of assignment, assumption, and supervision of studies (δηλώσεις αναθέσεων/αναλήψεων/επιβλέψεων).
- Compile the full dossier of technical studies and supporting documents per Art. 40 N.4495/17.
- Verify that a valid pre-approval (Mitos 893653) has been obtained before submission.
- Submit the dossier via the TEE e-Adeies platform and confirm SUBMITTED outcome.
TEE e-Adeies system
- Receive and validate the electronic dossier submission.
- Perform completeness checks on the submitted dossier.
- Automatically generate and publish the building permit number within 3 working days of submission.
- Record the permit issuance event.
YDOM officer
- Receive notification of permit issuance from the TEE system.
- Within 3 days of issuance, review the required contributions (εισφορές και κρατήσεις) owed to the State, municipality, and e-EFKA.
- Check the project budget for compliance.
- Record the outcome (LEVIES_CONFIRMED or DISCREPANCY_NOTED).
- Serve as filing body for any subsequent hierarchical appeal.
Transitional note: The YDOM levy check is currently manual and will be replaced by automated system processing once the information system capability is activated (Art. 38 §6 N.4495/17). When automated, YDOM officer involvement in CP-3 will cease.
