Η αίτηση υποβάλλεται αποκλειστικά από εξουσιοδοτημένο μηχανικό με ενεργά διαπιστευτήρια ΤΕΕ (My TEE). Ο κύριος του έργου ή ο έχων νόμιμο δικαίωμα μπορεί να ορίσει μηχανικό ως εκπρόσωπο.

The application must be submitted exclusively by an authorised engineer holding active TEE (Technical Chamber of Greece) credentials via the My TEE / e-Adeies platform. The building owner or person holding the legal right may designate an engineer to act on their behalf.
Important prerequisite: A valid pre-approval (Προέγκριση) of the building permit — a separate prior procedure (Mitos 893653) — must already have been obtained before submitting this application. Without a valid pre-approval, the submission cannot proceed.

- Title of ownership and cadastral certificate
- Architectural study (including passive fire protection and disability accessibility)
- Structural study
- Construction schedule study
- Hydraulic installations and drainage study
- Safety and health plan (SAY/FAY) under PD 305/1996
- Waste management plan (SDA) with AEKKK contract
- Justification report (Art. 3 §1 N.1577/1985)
- Receipts for contributions to State, e-EFKA, and municipality
- Engineer fee receipt / income tax (FEM)
Conditionally required (up to 8 additional), depending on building category, environmental classification, and use:

- Energy performance or thermal insulation study (buildings >50 sqm)

- Fuel gas study (approved by gas utility)

The process (3 stages)

Η διαδικασία περιλαμβάνει τρία βήματα:

Υποβολή φακέλου (ΤΕΕ e-Adeies): Ο εξουσιοδοτημένος μηχανικός υποβάλλει την αίτηση με δηλώσεις αναθέσεων/αναλήψεων/επιβλέψεων και πλήρη φάκελο μελετών. Η υποβολή δημιουργεί επαγγελματική ευθύνη για τον μηχανικό.

Αυτόματη έκδοση άδειας (ΤΕΕ σύστημα): Το πληροφοριακό σύστημα εκδίδει αυτόματα τον αριθμό οικοδομικής άδειας εντός 3 εργάσιμων ημερών. Ο αριθμός αναρτάται αμελλητί στο διαδίκτυο. Επιτρέπεται άμεσα η έναρξη εργασιών. Ισχύς άδειας: 4 έτη.

Έλεγχος εισφορών Υ.ΔΟΜ.: Εντός 3 ημερών από την έκδοση, η Υ.ΔΟΜ. ελέγχει εισφορές και προϋπολογισμό έργου. Ο έλεγχος αυτός θα αυτοματοποιηθεί στο μέλλον.

The procedure has three steps:

Dossier submission (TEE e-Adeies): The authorised engineer submits the application — including statutory declarations of assignment, assumption, and supervision — together with the full technical dossier. Submission creates statutory professional liability for the engineer.

Automatic permit issuance (TEE system): The information system automatically issues the building permit number within 3 working days. The permit number is published online immediately. Construction may begin immediately. Permit is valid for 4 years from issuance.

YDOM levy and budget check: Within 3 days of issuance, YDOM reviews required contributions (State, municipality, e-EFKA) and project budget. This check is currently manual but will be automated.
Engineer Professional Attestation and Dossier Submission
The authorised engineer submits the application — including statutory declarations of assignment, assumption, and supervision of studies — together with the full dossier of technical studies and supporting documents via the TEE e-Adeies electronic platform. Submission automatically triggers permit issuance. A hard blocking prerequisite (pre-approval, Mitos 893653) must have been obtained before this step.
Automatic Building Permit Issuance
The TEE e-Adeies system automatically issues the building permit number within 3 working days of dossier submission. The permit number is published online immediately upon issuance. Construction works may commence from the moment of publication. The permit is valid for 4 years from issuance.
Post-Issuance Levy and Budget Determination (YDOM)
Within 3 days of permit issuance, the competent YDOM reviews the required contributions and deductions to the State, municipality, and e-EFKA, including a project budget check (Art. 38 §6 N.4495/17). This check is currently performed manually by YDOM officials but will be replaced by automated system verification once the information system capability is activated (transitional provision).

Εάν υπάρχει αμφισβήτηση της πράξης Υ.ΔΟΜ., μπορείτε να ασκήσετε ιεραρχική προσφυγή εντός 30 ημερών από γνώση ή κοινοποίηση της πράξης. Η προσφυγή κατατίθεται στην Υ.ΔΟΜ. που εξέδωσε την πράξη και εξετάζεται από τα Περιφερειακά Συμβούλια Πολεοδομικών Θεμάτων και Αμφισβητήσεων (ΠΕ.ΣΥ.ΠΟ.Θ.Α.) (άρθρο 26 ν.4495/2017).

If you wish to challenge a YDOM act, you may file a hierarchical appeal (Ιεραρχική Προσφυγή) within 30 days of notification or knowledge of the act. The appeal is filed with the YDOM that issued the act and reviewed by the Regional Councils for Urban Planning Issues and Disputes (ΠΕ.ΣΥ.ΠΟ.Θ.Α.) under Art. 26 N.4495/2017.

Χρειάζομαι προέγκριση πριν υποβάλω αίτηση; Ναι. Για Κατηγορίες 1, 2 και 3 η προέγκριση είναι υποχρεωτική (άρθρο 35 ν.4495/17). Χωρίς έγκυρη προέγκριση δεν είναι δυνατή η υποβολή του φακέλου.
Πότε μπορώ να ξεκινήσω εργασίες; Αμέσως μετά την ηλεκτρονική έκδοση και ανάρτηση του αριθμού οικοδομικής άδειας — χωρίς να αναμένετε τον έλεγχο Υ.ΔΟΜ.
Για πόσο ισχύει η άδεια; 4 έτη από την ημερομηνία έκδοσης.
Ποιος υποβάλλει την αίτηση; Αποκλειστικά ο εξουσιοδοτημένος μηχανικός μέσω ΤΕΕ (e-Adeies/My TEE). Δεν μπορεί να υποβάλει ο ίδιος ο ιδιοκτήτης.

Do I need pre-approval before submitting? Yes. For Categories 1, 2, and 3, pre-approval is mandatory (Art. 35 N.4495/17). The dossier cannot be submitted without a valid pre-approval (Mitos 893653).
When can construction begin? Immediately upon electronic issuance and online publication of the building permit number — without waiting for the YDOM levy check.
How long is the permit valid? 4 years from the date of issuance.
Who submits the application? The authorised engineer only, via TEE e-Adeies / My TEE credentials. The building owner cannot file directly.
What if I'm building in a protected zone or outside an approved plan area? These cases typically fall under Category 1 and require pre-approval from YDOM (or Ministry of Development for strategic investments). The submission and issuance workflow is the same.
